The Dutch Cosmetic Medicine Association (NVCG) has noted with interest the April 16, 2019, ruling of the Regional Disciplinary Tribunal for Health Care in Amsterdam. In this ruling, the Disciplinary Board ruled that dentists are authorized to give injections only insofar as they have a dental purpose.

‘Giving facial botox and filler injections for cosmetic reasons serves no dental purpose. Therefore, in the opinion of the disciplinary judge, dentists are not qualified to do these injections,” said Dr. Catharina Meijer, cosmetic physician and president of the NVCG for the past four years.

The NVCG is concerned about the proliferation of dentists falsely performing medical cosmetic treatments on the face. The NVCG is very pleased that the Disciplinary Tribunal has now made it clear that dentists are not allowed to do these treatments. Dentists are not doctors and for that reason are not authorized under the BIG law to do these treatments. The NVCG is confident that the Health and Youth Inspectorate will take enforcement action against dentists who still continue to offer these treatments.

Through efforts by the government, the NVCG and other medical specialties, regulation of the cosmetic industry for physicians has now greatly improved. The greater danger now seems to come from non-physicians, including dentists and also beauticians. For example, among beauticians, the so-called hyaluronic pen is a favorite. In this process, the fillers are not injected but “shot” through the skin under high pressure, risking skin shedding and other complications. ‘The NVCG calls for tightening legislation to protect patients from existing and new medical techniques by non-physicians. For example, dispensing Fillers, Botox and medical devices to unauthorized persons should be subject to strict regulation,” said Dr. Catharina Meijer.

Doctors are authorized under the BIG Act to perform injection treatments, including Botox and fillers, provided the doctor is competent. Physicians can acquire this competence by doing additional training and by accumulating sufficient experience.

To become a licensed cosmetic physician, a 2-year course must be completed. Until now, it has been difficult for patients to know which doctor is qualified and competent for Botox and filler treatments. Partly for this reason, the NVCG is very pleased that as of next July 1, the professional specialty of cosmetic medicine is finally a reality. After July 1, cosmetic physicians who are registered as profile specialists will be demonstrably qualified and competent for Botox and filler treatments.
